If you want to act on your plans, then commit.

Committing looks like this. Find someone to hold you accountable for (not) acting. And share your well thought plan with them. Then take the first step that will force you to take the next.

I’ve always planned to be certified in UX design. After a year of procrastination, I finally decided to tell my “boss” so that he can ask about my progress every month.

I decided I’ll take 3 months to complete the certification. So what my “boss” expects to hear after the third month is “I’m done.”

And I’ve decided to pay for the program.

So if I don’t do it as planned, I will have wasted money and lost credibility with my “boss”.

Committing means forcing yourself.
